Batch has not yet been initialized.
An error occurred between initialization and finalization that prevented finalization from completing, although in Process Payroll it looks like the user should be able to click the Finalize icon 
. Re-initialize the payroll and then proceed as normal.
Please note that this error displays only in Process Payroll. It does not display in SuperBatch.
